Bee's Note: The bloodsucking leeches, the Palestinians, have collected and lived off the "donations-gifts" of the International community, UN, US foreign aid funds for years and years; never applying that billions towards building up their citizens, or its way of life. They have REJECTED every signal offer of peace placed on the "table". Why? Because the goal is not "peace" but of eliminating the Jews from the Land of Israel. If you doubt this, just read their Charter, which denies the Jews a right to exist.
The Hamas Palestinians are in the business of terror - plain and simple. Money that is contributed to Abbas is split, with much of it going to Hamas; and also, terrorists in Israeli prisons are paid a monthly allowance by Abbas/Fatah.
Is the United States in the business of supporting terror, while claiming to "support" peace?
What Kerry offers is the usual (and getting old) "tired and failed" USA gambit of attempting to buy loyalty and friendship. It has NEVER worked then and it will never work now. "Land for Peace" has also been tried, by Israel, more than once and each time, Israel has received nothing but grief, by way of missiles, bombs, suicide bombers, murders of families in the middle of the night, and threats from Hamas.
Remember when they froze building, per request from Fatah/Abbas a few years ago? What happened? NOTHING happened! Abbas refused to speak directly with PM Netanyahu and he now has the nerve to again request a "freeze" on building as a precondition to talks. I suspect that in one hundred years, the "Palestinians" will still be attacking Israelis, still demanding land from Israel, and still refusing to speak to Israeli leaders, and worse, still living off the money contributed to them by the world!
Interesting that Kerry offers FOUR BILLION DOLLARS to these leeches, which demonstrates just how little we have learned about "paying for peace" when there is no peace until these Arab Muslims lay down their weapons and stop teaching each generation to hate the Jews.
Also, interesting, that the world leaders ignore the fact that Jordan is Palestine, not Israel.

Kerry proposes $4-billion economic plan to boost Palestinians

“The economic approach is not a substitute for the political approach; the political approach is essential and it is our top priority,” Kerry said. “If this experiment is allowed to fail, what is going to replace it?” he said of the Palestinian Authority.Kerry then addressed the naysayers who are skeptical about the prospects of a peace agreement, saying he was familiar with their arguments but that progress can only be achieved if talks are given a chance. “Cynicism has never built anything, certainly not a state,” he said. “We have no choice but to try again for peace, and to find it.”Earlier on Sunday, top Palestinian negotiator Saeb Erekat said his side would only agree to resume peace negotiations if Israel freezes settlement construction and declares that the pre-1967 lines would be the starting point for negotiations.“We all agree with President Shimon Peres on the need for two states based on ’67,” Erekat said. “He should focus on convincing the Israeli prime minister, Mr. Benjamin Netanyahu,” to accept that framework.The Americans, too, added Erekat, must push for Netanyahu to declare “publicly his acceptance of two states based on ’67.”

Following the unveiling of US Secretary of State John Kerry's $4 billion economic plan to revitalize the Palestinian economy, the Palestinian Authority responded on Monday to say it would not make "political concessions in exchange for economic benefits," AFP reported.
Name one - just ONE - "political concession" the "Palestinians" have made - anyone? Just "One" concession!!
Now, contact Congress and find out if Kerry has even thought about presenting this added FOUR BILLION DOLLAR request to Congress. Ask, if this was included in the State Department's budget and if so, when?
The United States should not go around the world promising MONEY that has not been approved by Congress.
