Ambulance without the red Magen David
A few weeks ago I reported on the saga of Magen David Adom (“MDA”, aka Red Star of David) being required by the International Red Cross to cease using the Red Magen David symbol while operating in the West Bank (or rather, in the Jewish areas of the West Bank, i.e. Judea and Samaria). This week the NRG (Maariv) news site (h/t Zvi) brings us the outrageous news that despite MDA’s earlier denials, it has indeed committed itself to ceasing operations “outside the recognized borders of Israel”. Below is the Hebrew followed by my translation in blue:
למרות ההכחשות – ארגון מגן דוד אדום אכן התחייב בפני הצלב האדום הבינלאומי שלא לפעול בשטחי יהודה ושומרון תחת סמל המגן דוד המוכר, כפי שהוא פועל בשאר חלקי הארץ. לידי מעריב הגיע המסמך המקורי שעליו חתמו ראשי מד”א, ושממנו עולה כי ההכחשות של הארגון אינן עולות בקנה אחד עם המציאות.Despite denials, the MDA organization indeed promised the International Red Cross that it would not operate in the areas of Judea and Samaria under the recognized symbol of the Red Magen David as it operates in other parts of Israel. Maariv has in its possession the original document on which the heads of MDA signed, and from which it appears that the organizations denial are not at one with reality.הסוגיה מעוררת המחלוקת התעוררה לפני כשלושה חודשים, אז פנתה הנהלת מד”א לראשי המועצות ביהודה ושומרון והודיעה להם כי הם נדרשים להעביר את כל עשרות האמבולנסים המוצבים בהתנחלויות לסימון מחדש, שבו יוסר סמל המגן דוד האדום המוכר ויוחלף באחר.The controversial subject arose about 3 months ago when the management of MDA approached the heads of the local councils of Judea and Samaria and informed them that they are required to transfer all the dozens of ambulances situated in settlements in order to get new symbols, with the well known red Magen David being exchanged for something else.מיד לאחר מכן מיהרה מועצת יש”ע להוציא הודעת גינוי נחרצת, שבה נטען כי הסימון מחדש של האמבולנסים בא על רקע התקפלותו של מד”א בפני ארגון הצלב האדום, שדרש מהארגון הישראלי שלא לפעול בשטחי יו”ש.Immediately after this the Yesha Council issued a categorical condemnation, claiming that re-symboling the ambulances comes against a background of MDA “folding” in the face of the ICRC which demanded that the Israeli organization not operate in Judea & Samaria.במד”א דחו את הטענות מכל וכל, ובהודעת התגובה שפרסם הארגון נאמר: “ההחלטה לשנות את הכיתוב על האמבולנסים נועדה לאפשר את זיהוי היישוב המפעיל אותם. מד”א פועל על פי כללי הצלב האדום העולמי ומעולם לא התחייב שלא לפעול ביהודה ושומרון”.MDA flatly rejected these claims and in its response it said, “The decision to change the logo on the ambulacnes is intended to identify the settlement which operates tehm. MDA acts according to the rules of the World Red Cross and has never promised not to operate in Judea & Samaria.בתחילת שנות האלפיים ביקשו במד”א להצטרף לארגון הצלב האדום הבינלאומי. תנאי הקבלה של הארגון העולמי לשורותיו היו הסדרת שורת נקודות בעייתיות שעלו בהתנהלות בין מד”א לבין הסהר האדום הפלסטיני.In the beginning of the 2000s MDA requested to join the ICRC. A condition of acceptance to the international organization was dealing with a list of problematic points that arose in arrangements between MDA and the Palestinian Red Crescent.בחודש נובמבר 2005 התקיים בעיר ז’נווה שבשווייץ, מקום משכנו של מטה הצלב האדום הבינלאומי, טקס חגיגי לחתימה על מזכר הבנות בין מד”א לבין ארגון הסהר האדום הפלסטיני. במזכר ההבנות שנחתם נכתב כי כאשר חברותו של מד”א תוכר וכאשר הארגון ייכנס כחבר לארגון הצלב האדום, “למד”א לא תהיה סמכות מחוץ לגבולות מדינת ישראל המוכרים הכרה בינלאומית” ; במילים אחרות: בשטחי יהודה ושומרון.In November 2005 a festive ceremony took place in Geneva, Switzerland, site of the ICRC headquarters, signing a memorandum of understanding between MDA and the Palestinian Red Crescent. In the Memorandum that was signed it was written that when MDA will achieve recognition and become a member of the ICRC, “MDA will have no authority to operate outside the internationally recognized borders of Israel”; in other words in the areas of Judea and Samaria.בתגובה לחשיפת המסמך הביעו גורמים ביו”ש זעם רב. “מה שמקומם בהסכם שעליו חתמה מד”א הוא העובדה שסוגיית הגבולות מבחינתם נסגרה”, אומר בני קצובר, יו”ר ועד מתיישבי השומרון. קצובר הוסיף: “משמעותה של ההחלטה על’קיפול הדגלים’ חמורה פי כמה וכמה מחרם האמנים על אריאל משום שכאן מדובר במעין ארגון ממלכתי שחתם על הסכם גזעני”. ואילו ח”כ אורי אריאל מהאיחוד הלאומי אמר בתגובה: “מדובר בשערורייה שאין כדוגמתה. ארגון הצלה ממלכתי יפלה בין דם לדם”.Reacting to the exposure of this document, sources in Judea and Samaria expressed great anger. “What is outrageous in the agreement signed by MDA is the fact that the issue of borders is closed as far as they are concerned” said Benny Katzover, Chairman of the Council of Shomron residents. Katzover added: “The implication of the decision to “fold up the flag” is much more serious than the artists’ boycott of Ariel because here we are dealing with a kind of official state organization that signed a racist agreement”. MK Uri Ariel from the National Union party added, “This is an unparalleled scandal, that a national rescue organization should discriminate between different races”.ממד “א נמסר בתגובה: “מגן דוד אדום פועל ללא כל שינוי בכל שטחי יו”ש, עם סמל הארגון כפי שהיה עד כה. הפרשנות הפוליטית שמנסים להדביק לארגון מקוממת. מד”א מעולם לא ויתר על סמלו והוא גאה בו. השינוי התפעולי של סימול אמבולנסים המוחכרים למפעלים ויישובים אינו קשור לאיו”ש אלא לתפעול המבצעי.MDA responded: “MDA is operating with no change in the areas of Judea and Samaria, with the symbols of the organization as they were. The political interpretations that people are trying to stick to the organization are outrageous. MDA never ceded its symbol and is proud of it. The operational change of re-marking the ambulances that are leased to facilities and settlements is not connection to Judea and Samaria, but rather to operational activities.לצערנו, ישנם גורמים המנסים לעוות את המציאות ולתת פרשנויות התואמות את השקפת עולמם. במד”א דוחים את הטענות ומציינים כי המציאות מוכיחה כי אמבולנסי הארגון, על סמלם, ממשיכים לפעול כרגיל ביהודה ושומרון וכך גם יימשך בעתיד.Sadly there are sources who are trying to distort reality and to interpret matters in a way that reflects their world-view. MDA rejects the claims and stresses that reality proves that the organizations ambulances, with their symbols, continue to operate as usual in Judea and Samaria, and so they will continue to do so.
As I wrote in my earlier article, MDA’s denials do not square with the fact that they are indeed calling in ambulances in Judea and Samaria and re-marking them, and they have offered no adequate explanation for this.
The issue has now reached the Knesset and it will be brought up for discussion in the plenum in the coming days. Let us hope that our legislators can deal with this controversy in a definitive manner and bring to an end this shameful capitulation of national sovereignty to a foreign organization.
